Starter to motor lead wire melted?

My old Coleman Spa pump is not running. Today I found the pump motor lead (from the starter to the motor) melted bare in several places. Shouldn't the starter heater have opened the circuit to protect the pump? (If the pump siezed up for some reason.) I'm trying to figure out if my pump is shot or if I just have to replace the wire and, perhaps, the starter? I cannot find the reset on the small starter. Anyone else been through this experience?
