Excessive Suds

In a planned community hot tub (new ones) we are having a lot of trouble with excessive suds. I realize from reading this site that it can be many things having to do with the users themselves - suits containing laundry soap, lotions etc. used by the bathers, etc. Can it also be from excessive action by the jets? Our assoc. has gone through $125/in de-sudser in just three days. I also question the care of the hot tub by staff (no chlorine one day, excessive the next). Advice please.
