Frozen Hot Tub

Hello I had a frozen Jacuzzi Hot Tub. I the water and got all the ice out of it. I also put a space heater under the jacuzzi to unfreeze the lines, but had to turn it off over night. In the morning it seemed like the lines where froze again. I put the heater back under the tub. The body of the tub seems to be warming and the water is still cold but not freezing anymore. The big problem or question is the jets are not working at all, does the water have to be a certain temp. for them to work or is their just a differant problem. Any help with this problem will be very appreciated.
