Hot Springs No-Fault 6000 Heater

My hot tub has stopped heating. I have good flow through the silent flow 5000 and I removed the filters just to make sure they were not the problem. The reset button on top of the heater is not popped up and i have tried to push it down but it seems to be fine. The red LED on the circuit board in the control box indicates the "htr on". I have tried unpugging and woiting several minutes and plugging it back in. could the heater have just gone bad? How do I verify before spending $300 on a new one?

Thanks
