Your test strips should provide numerical references which would give us an idea of your water chemistry, including normal sanitizer levels. For more precise results, take a sample to a dealer who offers testing, or consider purchasing a Taylor kit, which is available in the on-line store. If you go to a dealer, take a sample of the flakes with for them to examine. It is pretty hard to suggest a solution until we know what the material is.
