IQ 2020 problem

Hi, I am having an issue with my IQ 2020 control system. The heater control board is getting power into it as I tested with a voltage meter however, the heater is not firing up so I took off the heater and tested the connections and there was no juice coming off the heater board and there was power going to main control board. So I replaced the heater panel and I constantly blow the breaker 20 amp I disconnected every wire from the board and just strictly put in the ground, neutral, and two hot wires from the 20 amp breaker and it still just continues to blow. I tried every possible combination. Could the main board be bad? How do you know if it is? I hate to spend the $450 if it is not bad. Any help is greatly appreciated. Note: All wires are hooked up right as I put the old heater panel back on and it was not tripping the breaker. Any help is greatly appreciated!
