In cases like this, it is usually a ground faulted heater that causes to connection at the board to burn up. I suspect that you will need to replace the heater and the board.

: Hi! Have a burn out problem I think. Spa works fine untill the heater
: light comes on- then the whole thing pops the breaker. So I opened it
