Hot Tub In winter conditions

Hello
I have a question I have my hot tub set at 104,I noticed yesterday my power was off to the tub the water temp went down to 53 degrees when I turned it back on,the temp went back up to 104 but as soon as it cycles with Jets 3 it trips instanty
Is that pump locked because it is frozen ? the other two are working though I have a 2005 coleman 700 series
please help me
