Alkalinity test turns blue

Hello, when I test my hot tub with my Taylor liquid test kit for alkalinity the instructions says to put two drops of R-0007 in sample and then add five drops of R-0008 and mix and the sample should turn green but it turns blue instead. So going to the next step and adding R-0009 dropwise until it turns red seems pointless and I can't find anything that tells me how to correct this. my water went cloudy and I used a couple of 4 oz treatments with Spa Perfect and increased my low Bromine by opening the floater more. I've been testing the hot tub for several years and never incountered this.
Can I correct this or do I have to change the water?
