Softub Hydromate controler issues

I've searched the forum and haven't found my issue, so thanks for any help. I have a Softub Hydromate P 21 manufactured in 12/99.
The light control will intermittently turn the heater on. If the jets are on, I turn on the light and the heater control light comes on as well. At this point the jet and heater light are on and the jet control does nothing. If I turn the lights on and off, eventually the heater light goes off, the jets stay on and the jet control resumes proper operation. If the jets are off, the light control can cause the heat light and jets to come on and be turned off.
I purchased this "remanufactured" from a dealer and he is completely clueless about almost all aspects of softub operation. I'm hoping to find out the issue so I can advise him of what to repair. Thanks.
