Saratoga 5000 2 person spa water will not get hot

I have a Saratoga 5000 2 person spa flashing an error code FLO and water will not get hot. I clean the filters, flushed out the air bubbles. I found one explination of the FLO code to read Heater is deactivated. If that is true how do I reactivate. Or could there be some other problem. Any assistance you can provide would be greatly appreciated.
