Water Covers Pneumatic Controls

I got a Weslo Daybreak 207 (http://www.theyearlings.com/weslo-hot-tub-users-manual-for-weslo-daybreak-207-wlhs20702-hot-tub/), which is essentially a knock-off of the 2-person oval Belize Spa. After a bit of repair I got it filled and running and it works just fine, however, when both my wife and I sat in it, I was horrified to see that the water level rose up and flooded the on/off switch, temperature switch, air switch, and digital display! We're not heavy or big people either!

So I bailed out the tub to where the water was safely below the switches, but when we exited the tub we found that the water no longer fully covered the top jets and the water was splashing noisily into the tub!

So beyond the fact that this tub was poorly conceived (thank heaven I only paid $250 for it!), anyone have any suggestions? We don't want to have to take turns soaking . . .
