it's not a 5 but an s ....PS1

It means the pressure switch isn't sensing proper water flow through the system. Until it does, it wont allow to heater to come on. The most common cause is a dirty filter, greatly reducing water flow. Can also be an ail lock in the pump (completely preventing flow). Could be a bad pressure switch...or some other flow restriction.
