2005 Sundance optima ice followed by ---- watchdog

I called my dealer and they told me to empty and refill with warmer water. that the water inside was too cold I live in Canada and its still fairly cold. But that didn't seem to do much just hoping there is something I can do to fix it! Previous owners build a deck around the spa and I can't even access the screws to open the panel without cutting through the deck!
