Sundance Optima

We have a 2004 Sundance Optima. The FLO indicator has come on and won't shut off. Since it came on, we have cleaned the filter and run the tub without the filter to get any air out. Neither of those worked, so we removed the right panel. There are three hoses connected to switch - the one that goes off to the right is very short and is connected to a white plastic tube that is about 5 inches long.

This plastic tube has a small hose coming out of that is connected to a blue box with 'SunZone' CD on it. This small hose is in two pieces, and is connected by a small white plastic piece. This small white piece has broken; it has a black disc in it and appears to have the letters 'VAC' on it. As a temporary fix, we have taped it back together but we still get the FLO message. Could this small piece be causing our problem, and if so, how do we find out what part it is?

Also, should the flow switch be 100% filled with water? In other words, should there be air bubbles in the switch?
