Most feedback is given when the spa has been received. If it breaks 1 day later, you can't update the feedback.

You send me a spa, works great and I give you great feedback (especially if you've been hounding me for the feedback), two days later it bursts into flames burning down my entire neighborhood and you refuse to do anything about it...oh well. Positive feedback has already been left and there's no changing it.

And, I believe if feedback hasn't been left after 30 days of the end of the auction, the option disappears.
