Vita Spa Wiring and Heater Buzzing

I just (hopefully) wired in my Vita Spa DX series hot tub. I bought it used, and I'm assuming it's from the late 80s. I haven't used in in over 2 years, and it's been sitting empty and covered with a tarp.

The owners manuals I found on the internet did not have a wiring diagram; but it has a 4-wire control panel, and I wired it in based on advice I found on the web. It requires a 220v-50 am line, and I used a 4-wire setup...red, black and white to the 3 lugs on the control, and the copper ground to the ground bus with the other green wires in the control panel. I turned it on and the pump, blower and light work as they should; but when I tried to turn on the heater it buzzed, and I noticed some arcing at the module that controls the heater element. I turned off the heater and shut down the hot tub. Could the heater be shot? I replaced it just before I drained the hot tub.
