John, I am having a simillar problem and there is a $100 service charge plus the heater is $450 so I want to make sure i have the problem identified before I have a service call. I have an older pordigie and it is not heating. He GFI tripped but the heater still will not heat after resetting it. I have 240 Volts at the heater relay and there is a red LED on the circuit board that indicates the heater is on. All pumps are working. I tested the resistance of the heater and did not get any results. Does the power have to be off to test the resistance. Is this how to test if the heater has failed?
